Assessed reforms related to taxpayer database management, tax policy, institutional capacity, and IT infrastructure within ERCA.
The project evaluated the Tax Systems Transformation Programme (TSTP) in Ethiopia, established by DFID and the Government of Ethiopia to strengthen tax administration and institutional reform within the Ethiopian Customs and Revenue Authority (ERCA). The assignment assessed the programme's contribution to tax system reforms and generated evidence to support equitable and sustainable domestic revenue mobilisation.
Analysing Economic & Distributional Impacts
Evaluated the effects of tax reforms on GDP growth, employment, welfare outcomes, and broader economic performance.
Supporting Evidence-Based Policy
Generated recommendations to strengthen tax administration and inform future strategies for sustainable domestic revenue mobilisation in Ethiopia.
