The project delivered the final evaluation of UNCDF's Local Climate Adaptive Living Facility (LoCAL) global portfolio, a programme that strengthens climate-resilient communities by enabling climate finance flows to local governments in developing and least developed countries. The evaluation assessed the effectiveness, sustainability, and scalability of the LoCAL mechanism while generating evidence to support accountability, learning, and strategic decision-making for climate adaptation financing.

Evaluating Programme Performance

Assessed the LoCAL portfolio at global, national, and local levels against the OECD-DAC evaluation criteria using a theory-based approach, contribution analysis, and mixed-methods research.

Assessing Climate Finance & Adaptation Outcomes

Evaluated programme performance, climate finance systems, and local adaptation outcomes, while identifying lessons and good practices across participating countries.

Supporting Strategic Learning

Conducted in-depth country studies in Lesotho, Niger, Bhutan, and Ghana to generate evidence that informs UNCDF's climate finance strategies and supports resilient local development planning by partner governments.
