Assessed impacts on income, livelihoods, and job creation, examining what works, for whom, and under what conditions.
The project evaluated the Sustainable Inclusive Livelihoods through Tea Production in Rwanda (SILTPR) programme, a multi-donor initiative managed by the Wood Foundation to improve livelihoods in Rwanda's tea sector. Supporting up to 6,000 smallholder farmers, the assignment assessed programme performance and generated evidence to strengthen delivery, inform future programme design, and evaluate the potential to replicate the SILTPR model in other contexts.

Evaluated programme value for money and the potential to transfer and scale the SILTPR model to other contexts.
Strengthening Evidence & Learning
Generated recommendations to improve programme delivery, enhance data collection systems, and inform the design of related programmes, with a follow-up evaluation planned for the extended programme.
