The project supported the Mastercard Foundation in strengthening monitoring, evaluation, and learning (MEL) across its portfolio in Ethiopia and Kenya. The assignment generated evidence on system change, job creation, enterprise growth, resilience, voice and agency, and quality of life to inform adaptive programme management and strengthen the Foundation's long-term impact.

Conducted a comprehensive baseline study in Ethiopia, including a survey of 3,000+ participants and qualitative data collection to track programme outcomes.
Undertook ten strategic reviews of partnerships across Ethiopia, Kenya, Uganda, and pan-Africa, assessing theories of change and action, relevance, sustainability, and contribution to system-level change using Triple Line's Pivot Metric methodology to generate forward-looking learning.
