The project delivered the mid-term and annual review of the Partnership to Engage, Reform and Learn (PERL) programme, which supported governance reforms and improved public service delivery across federal, state, and local governments in Nigeria. The assignment assessed programme progress, evaluated the implementation of the Problem-Driven Iterative Adaptation (PDIA) approach, and generated evidence to inform future governance programming.
