Assessing Health Expenditure
Reviewed the composition and allocation of on- and off-budget health resources and analysed trends in public health spending.
The project delivered a sub-national Public Expenditure Review (PER) to assess health financing, expenditure efficiency, and equity across regions, woredas, and health facilities in Ethiopia. The assignment generated evidence to strengthen resource mobilisation, financial management, and equitable allocation of health resources, supporting improved health sector financing and service delivery.
Reviewed the composition and allocation of on- and off-budget health resources and analysed trends in public health spending.
Assessed allocative and technical efficiency, budget execution, financial management information systems (FMIS), service productivity, and the equity of public and external funding, including gender considerations.
Developed recommendations to improve expenditure management, resource allocation, and health financing systems to support more efficient and accountable service delivery.
